The Pakistan-China Institute (PCI), one of Pakistan’s leading think tanks fostering cooperation with China, has signed a landmark Memorandum of Understanding (MoU) on Green Development with the Belt and Road Initiative Green Development Coalition (BRIGDC) in Beijing. This historic agreement marks the first-ever MoU on Green Development between a Pakistani institution and BRIGDC, setting a new benchmark for environmental cooperation under the Belt and Road Initiative (BRI).

The MoU aims to advance collaboration on environmental protection, climate change mitigation, and low-carbon growth, aligning with the shared goals of sustainable development between Pakistan and China. Both sides will work closely through the BRI International Green Development Coalition to promote green and low-carbon initiatives within the framework of the China-Pakistan Economic Corridor (CPEC), particularly as it enters its second phase focused on sustainability and innovation.
As part of the agreement, PCI and BRIGDC will jointly conduct research studies, organize consultation workshops, and develop policy recommendations to encourage green energy development, low-carbon transport, and eco-friendly industrial practices. These efforts will not only strengthen Pakistan’s green transformation but also support other BRI partner nations in adopting environmentally responsible strategies.
The MoU was signed by Mustafa Hyder Sayed, Executive Director of PCI, and Chen Gang, Secretary General of BRIGDC, in the presence of Dr Shezra Mansab Ali Kharal, Minister of State for Climate Change of Pakistan, and Zhao Yingmin, Former Vice Minister of China’s Ministry of Ecology and Environment.
Commenting on the occasion, Mustafa Sayed highlighted the timely significance of this agreement ahead of the upcoming CoP-30 summit in Brazil. He emphasized that the MoU acknowledges PCI’s proactive role in promoting Green Development within Pakistan and CPEC, reinforcing the nation’s commitment to climate resilience and sustainable progress.
