Pakistan has proposed fast-tracking multi-purpose passenger and cargo ferry services between Gwadar and Gulf Cooperation Council (GCC) ports as part of a broader trade contingency strategy aimed at creating alternative routes amid changing geopolitical conditions.

According to a policy document available with Wealth Pakistan, the proposal seeks to strengthen Gwadar’s connectivity with Gulf markets and position the port as an independent regional fallback for trade and logistics.

The document recommends accelerating the operationalisation of ferry services from Gwadar to external GCC ports, covering both passenger travel and commercial cargo movements. The proposed connectivity would provide traders and businesses with an additional maritime option during periods of regional instability or disruptions to conventional trade corridors.

The initiative has been proposed in the context of the impact of the Afghanistan conflict on Pakistan’s trade with Central Asia, Russia, Afghanistan and Iran. The policy document identifies diversification of maritime routes as an important requirement for protecting the continuity of Pakistan’s trade flows.

Under the proposed plan, Gwadar would function as an alternative regional logistics gateway, providing direct maritime connectivity with Gulf ports. This could reduce dependence on vulnerable land and maritime routes exposed to geopolitical tensions and regional disruptions.

The document also recommends developing dedicated feeder links from Karachi to safer lower-Gulf and Arabian Sea bypass locations, including Fujairah, Khor Fakkan and Omani ports situated outside the Strait of Hormuz chokepoint.

The Gwadar proposal, however, places particular emphasis on rapidly expanding ferry connectivity with GCC ports. Such services could strengthen the port’s ability to operate as a trade and logistics fallback when conventional routes face disruption.

The proposed network could also enhance Gwadar’s strategic importance within Pakistan’s maritime trade system by combining commercial cargo transportation with passenger connectivity to Gulf destinations. This would broaden the port’s role beyond conventional cargo handling and support greater regional movement of people and goods.

The policy recommendation comes as Pakistan seeks to improve the resilience of its trade infrastructure and diversify maritime routes in response to evolving regional security and geopolitical conditions.

According to the document, a Gwadar-based ferry network could provide an alternative channel for maintaining regional trade and connectivity when established routes are disrupted, potentially reinforcing the port’s position as a strategic gateway between Pakistan and Gulf markets.
